Our company is the only professional document appraisal agency in the country composed of officially qualified appraisers. It started as an appraisal studio founded by senior document appraisal expert Ms. Zhang Yunzhi in August 2015, and was restructured into "Yunzhi United Appraisal Consultants Co., Ltd." in January 2019.
Chang Yun-Chih has been engaged in document appraisal since 1983. During this period, she was invited by the Taipei and Kaohsiung Bar Associations, the domestic police law enforcement education institutions, the Ministry of Foreign Affairs Consular Affairs Bureau, the National Security Bureau, financial postal insurance institutions, and the Insurance Industry Development Center to give lectures on document appraisal professional topics. During her public service, she served as an appraiser for many major and high-profile cases. In addition to having rich experience in testifying in court in China, she also testified in courts in the United Kingdom and Singapore in 2021 and 2022 respectively due to accepting foreign cases.
2023 Served as a technical assessor for the American National Accreditation Organization (ANAB) accredited Brunei laboratory (28/2- 2/3, 2023)
In terms of professional works, Zhang Yunzhi studied under the Japanese document appraisal master Yoshida Koichi. She translated the Chinese versions of her mentor's "Criminal Forensics X File" and "Document Appraisal Reference Manual" and wrote "Document Appraisal Theory and Practice, 2008", "Document Appraisal Q&A, 2010", "Explaining Document Appraisal, 2018", and "The Forensic Document Examination Handbook for Lawyers, 2022".
I feel that under the current litigation system, appraisal resources are concentrated in government agencies, and the defense lacks professional consultants. Cases must go through litigation to "enjoy" appraisal services. During the litigation process, the defense also lacks the appraisal results of disputed documents to refer to, resulting in a lack of focus for evaluation, let alone the ability to formulate effective litigation strategies for the parties.
In addition to the difficulty in achieving equal use of appraisal resources, in practice, the process of transmitting appraisal documents is time-consuming and the focus of the dispute is difficult to transmit clearly. As a result, the appraisal results cannot be presented immediately and it is difficult to solve the core problems, causing the appraisal resources to become a mere formality and be wasted.
In summary, under the core concept of "fairness, honesty, professionalism, and efficiency", our company not only accepts requests from courts and local prosecutors for appraisals in accordance with the law (such as §198 of the Criminal Procedure Law), but also provides services such as defense lawyers' requests for appraisals or commissioned consultations. We hope to achieve the goal of improving judicial efficiency through professional appraisals and consultations. In addition, our company also provides document appraisal education and training services to various agencies and groups.
